“I just bought this tv & hooked it up to my roku with a comcast app. & when I watch any program the picture is in the middle & a black border around it . It's like I bought a 24" tv instead of the 32" - I tried picture adjustments but no luck. HELP PLEASE”

Try this: Long press the Home button and select Display to adjust the Picture Size / Aspect Ratio.
