Yes. It starts dry to analyze how much laundry is in the tub and uses the agitator to rotate & move around the clothes for a balanced wash. It does this to dispense the exact amount of water needed to began a high efficient cleaning cycle. It kinda distributes the weight evenly in the tub through out the washing cycle to assure a great wash.

She has an HE washer of a different brand but the answer is still the same. The machine is balancing or leveling the load. You will hear a slight churning back/forth but if you look into the clear lid, you will also see the clothes settle slightly. It helps to shift the weight for a more efficient washing cycle. You have to stand there to put the clothes back even or else it fills the tub and stops the cycle. It is infuriating! Is there any way to fix this?

Then set the settings you prefer, it will lock the lid as it fills, but you can push pause if you want to open to add more clothes. Then close and push start again. The detergent will be released with the water, so no spotting should occur from the detergent.
