“Is the blue light designed to turn off when the item is fully charged? Would be a handy feature, however, mine only turned off on the first use. Now light never turns off. Should it be replaced? Please advise.”

No, the blue light wasn't designed to turn off then the item is fully charged. For normal use the light should stay on.
