• It's a 4k panel so technically everything is in 4K. 1080P content or lower is scaled up to 4k.

• There is nothing to adjust, 4K is enabled by default. The resolution will only change depending on the source signal you are sending it. For example, you aren't going to get better than 720p or 1080i through an antenna right now. A standard blu-ray player will do 1080p.
