• Yes it will fit the Asus V228H-P monitor. It will fit most monitors.

• I don't think so. It's hard to tell for sure in the images of your monitor I can find, but it looks like that monitor requires an AC/DC adapter. This cord will bring AC straight in to the monitor, it is a standard cable for desktops and some monitors. It is not a barrel connector.
