First off, Monitors only have inputs, and a laptop docking station DVI port would be an output. That said, yes, you can connect a DVI port to an HDMI monitor with this cable.

Jeff I used it to connect a Mac Book Pro with a HDMI output to a DVI TV so yes

Absolutely! Signal travels in both directions depending how you set it up.

Yes you just need an adapter HDMI to DVI. I use the DVI to HDMI from my Mac.

As long as it is DVI-D and not DVI-A. Its a little confusing they look almost exactly the same.
