• As long as the monitor it has a VGA connection, yes. It will be a blue input. I attached a phot of an onn 21.5 with the correct connection.

• Yes, i believe so, i use it to connect an old dell monitor to a brand new gaming pc (for an extra screen for streaming). Works great and easy to use.

• If the monitor has VGA input and the computer has VGA output than yes. If either is DVI, there are adapters you can get to make the connection.
