“just purchased insignia surge protector UPC 6 00603 16763 8. it has 2 green lights on the top. only one lights up. grounded does not, protected does. is this the way it should be or to i need another one?”

You should check the ground to you outlet where you have this plugged in. Also, if you are using an adapter (3-prong -> 2 prong) you will not be grounded.
