Solved: we had the same problem and found a workaround. Simply shut the unit off with the volume set to 5 or higher and it will come back to that level when you turn it back on. Anything lower than 5 and it starts at the middle setting which is 25, annoying programming glitch in the firmware from somebody drinking too much coffee.

May be a defective unit. Call Insigna customer service/BestBuy I'm sure they can help you, especially if the unit is still under warranty.
