Yes it will charge with the power off.

I think power still flows through the Xbox even when you supposedly have it powered down completely (I'm talking about the complete shutdown mode and not the sleep mode for constant connection).

You'll see and orange light when it's charging and a white light when the battery is fully charged.

No, the Insignia does not charge the batteries while the power is off.

No it does not. You must have your Xbox on to charge, but it comes with two batteries, plus you can buy additional batteries. Just have one or two charging while playing with the others, they charge super fast.
