• Rechargeable batteries usually don't come pre-charged because it wastes a cycle-charge that YOU can use for gaming; However, to answer your question, My batteries came 25% charged.

• You have to fully charge the battery before you use it.

• No, and my battery packs lasted exactly one month. Started with holding a two day charge, now will only hold 1 1/2hr!!! Suggest you look for something different.
