Problem is that your computer is registering the device as wire dependent. Have the device "removed" from your PC an have your speaker an Bluetooth in pairing mode once the device has been removed from the list from having been connected by the "wire".

These Insignia bluetooth dongles work great once installed, but are more than notorious for a disastrous driver installation process, because Windows does not contain the drivers Insignia says it is supposed to, and the original equipment manufacturer, Broadcom, no longer hosts said drivers. A user named 'NerdyGirl' has posted the best instructions I've found to date regarding this. Once you've successfully done this, reboot your machine. Now, in the bottom right corner, you should see the bluietooth pretzel logo. If you do not, click the expansion tab and you will see it nested somewhere in the list of widgets. Click that logo, then click "Add or pair device".
Sorry, there was a problem. Please try again later.I experienced the same. everything wass in place but could not get connected. I ran the troubleshooter. it found that some "bluetooth" files needed to be updated. Result is they work now. i love them
