• It does turn completely off if you continue to twist the black part until it clicks off. You are not wasting the battery power at all. I was afraid I would break it, but it just clicks hard to turn off.

• Hi yes ithere is You will be twisting the white part of the light which is like a soft rubber turn to right brighten and left to dim , and go go all the way to the left the whole light shuts off , hope I could help I absolutely love mine and am going to buy a lot more Goodluck Kerri

• Yep, twist to turn off/on/dim, switch is internal and has a little "click" when it reaches off position
