“I just need a tablet to run PayPal Here. Will this tablet do so? I have found that not all tablets will run the PayPal Here app, even if all other criteria are met (i.e. --- 3.5mm headphone jack, Android 4.0 + newer, etc.) Will this tablet run the app?”

There is no reason the app wouldn't work. It is a validated app on the Google Play store and the tablet meets all of the required specs.
