If your laptop has RCA in This is an HDMI ”out” into an RCA “in” connection. Not: hdmi to USB, hdmi to hdmi, Bluetooth, or wifi, or anything else like that. If your laptop somehow has RCA ports (Yellow, red, and white) then I don’t see why not... but I think the general answer would be NO
