• It will work if it is a solid state drive. I don't think the Tab 4 would provide enough power to a hard drive that has to spin-up.

• Yes, this cable will allow you to connect full sized USB devices to the tablet. The tablet should already have the necessary software to read storage devices so you will be able to connect and read your hard drive.
