“Just bought this and tested it with a multimeter. Without the plug adapter it is outputting at 19ish amps. When I put the #19 adapter on it the voltage drops to 3.14. Why would it do this? My laptop understandable doesn't recognize the cord when it is in.”

unless you tested it _inline_ or with a field effect sensor, you weren't testing amps, you were testing voltage. you cannot measure amps unless it is actually doing something
