Your CPU is only part of why you have 60 fps. If you don’t have a GPU, then yes this will be a massive improvement, otherwise your GPU may also need to be upgraded if you DO have one. I also recommend upgrading ram to at least 16 gb ddr4 3200. This reduces latency between your CPU and GPU.

You very well could be GPU bottlenecked, in which case upgrading your CPU would do nothing to help in this case. But in general, you're likely going to get much better gaming performance with a 12700k than an old 4 core processor, how much will depend on the game and your other hardware.

If your gpu is relatively recent, say any RTX gpu or an RX5000 series or better then your cpu could well be bottlenecking you. Typically you'll run into cpu bottlenecks mainly when trying to run higher framerates at lower resolutions so it's very possible.
