HOW DO YOU REMOVE THE BASE FROM THE DASH? null

Flip the release lever and gently lift it off the dash.

There's a lot that on hooks it and releases the section so it's easy accessible to take off

Use a hairdryer, on hot. This will help melt the glue enough to allow you to unstick it.

Pop up the locking tab, then slowly pull and watch the suction cup release slowly as you pull. Don't yank it off, but let the suction cup release slowly as you pull away.
