What they mean is to use the phone and don't charge it until the battery level is below 30%. This prevents fires in case they crack the battery when removing it. It has nothing to do with Max available Charge in battery health.

extremely unnecessary, if you go to your settings and it says "service" before you read the battery health (i believe it says this under 80%), then you should get it replaced, mine is at 76% and I'll be getting it replaced.
