Yes. You'll just need to manually empty the dust bin.

You can technically use the i7+ without its disposal and manually empty its bin. However, if the intent is to not use the Clean Base, you'll want to simply purchase the Roomba i7. The only difference between the i7 and i7+ is the inclusion of the Clean Base.
