Can it be used without internet null

Yes - all Roombas can operate with a simple push of the Clean button on the robot. I'd keep in mind, though, that there are a lot of advanced features on the Roomba s9 that do require connectivity: directed room cleaning (telling the robot which rooms to clean and which to skip), choosing cleaning patterns and behaviors, scheduling, and teaming with the Braava jet m6 robot mop so you can automatically mop after vacuuming. I'm not sure I'd step up to the s9 if you can't enjoy some of these benefits.
