“What is the minimum weight requirement? looking to use this with the Cintiq 16 but its very light so im wanting to make sure it will stay in the position i put it in because the one i have wont because the Cintiq 16 is not heavy enough to keep it there”

The arm comes with Allen keys, so you can configure it easily for how you want it to work. I support small 19-inch flat-screen monitors in both of my applications, and I have had no problems keeping them in place.
