If your notebook has BT built in or you have a BT dongle, you will need to make sure that it is turned on and recognizable to other connections. Set your earbuds to PAIR, and they should show up in your available BT devices in Windows in about 30 seconds. Select the JBLs for whatever sound option you want to use it with, and put them on.
