“How do I tell if the earbuds are powered off? When sitting in the case the third blue light is constantly on even after disconnecting from bluetooth and letting them sit outside the case for three minutes.”

This means the right bud is charging but the left one is not. It could not be because it's fully charged but if you just used both push the left one more on the connector.
