“When I shut my truck off the power on the radio does not go off it remains on is it a wiring issue? It's a 2014 Ford F-150. The radio is a JVC KD-X260BT”

Yes. It is wired to a ‘full time power’ source. It should be wired to a ‘key on power’ source.
