I guess you could mount it to the ceiling. As far as flush, it sticks out 2-3 inches from the wall, or ceiling but the tilt is only maybe 25 to 30 degrees. I'm not sure that would be enough for a ceiling mount. I also don't see why it couldn't be used outside it feels like it's powder coated and should withstand the weather.

Outdoor environments introduce different factors that can affect the mount hardware. The mount also cannot be turned flat to be store at ceiling height.
