Is this bracket able to extend downward as well? It will be stowed above a fireplace when not in use but needs to be lowered closer to eye level to watch the T.V. null

It does not extend downward. It only extends outward from the wall and can do a slight tilt.

No, it does not extend downward, although it does tilt. I have mine mounted relatively high but angled downward slightly to match eye level.
