• I would say yes it can be. The buttons will be opposite. There is a setting that will allow you to flip the image so it will be right side up in the recording.

• Yes, you can mount it on you dash. It even comes with instructions to mount it and the hardware to mount it on your dash. The controls will be right side up with the dash mounting bracket.
