No, this does not have a voltage cutoff. There are hardwire kits that can be bought that include a cut off for low battery. You could also plug the cam into a accessory only plug in the vehicle rather than a full time plug. To test your cigarette outlet, see if it works with the Key on only or if it provides power with the key off. In many vehicles the cover for the cigarette lighter plug will display a Key or Battery. If it displays a Key, that means it only has power when the ignition is in the Accessory or Run setting and not when off.
