Microsoft Word and Excel are not pre-installed if that is what you mean. Microsoft requires a subscription to use their app based programs, but you can access the web based version for free on any device that allows or a browser, such as: Chrome, Edge, or Mozilla. You have the option to download the programs from the Microsoft Store, and if a paid subscription is in place you can freely use all of the features in these apps, but the web based free versions are available with limited add-ons and options. I have used the web based versions when I have not had a subscription and have never ran into any issue with using the free versions.
