A recovery partition is standard on any computer from a major manufacturer, but physically separate media hasn't been around since, probably, before you were born. In a pinch, the OS can also always be downloaded directly, from either the Windows or manufacturer website. But neither will help you if you don't have a minimal, decent grasp of computers, and it doesn't sound like you do.
