• Yes but you well have to install new gpu and graphics drivers it pretty simple just take the old 1660 and plug in the new gpu.

• Actually, you wouldn't likely need a new Motherboard, but you would likely need a new power supply. 3070s often require more power connections in addition to a larger power supply. recommended is typically 500-700watts.

• I mostly agree with the other two replies, but note that the power supply it comes with is 650W, so you would might be OK with that, but should upgrade to be on the safe side.
