• Yes. Alarm will not work if power is off.

• Unfortunately there is no battery backup - if the power is out then there it will not operate and will not alarm. I can't confirm if the alarm will function if Wi-Fi is out, but when Wi-Fi is not connected your ability to do anything on the device is limited.
