• It all depends on the information you are transferring from a phone to a tablet. Personal information like photos, contacts, downloaded stuff, yes you can. Settings information might not trabsfer from one device to the other.

• Generally speaking, you can copy/transfer data from one Android device to another by backing up the data from your old device to your Gmail account, then uploading it from the account to your new device. Samsung also has its own, additional software for this, called Smart Switch. So you're covered one way or another.
