Does the dock supply power to the laptop? null

Contrary to the earlier answer, the only power source for my Lenovo T495 (in fact, the only cable connected directly to it) is the USB-C cable to the "ThinkPad USB-C Dock Gen 2" - which seems to be the subject of this web page - and the dock keeps it charged up quite nicely.

This dock does not power the compatible laptop. You will still need to use the compatible laptop's dedicated charging port to charge the laptop.
