My next question is around Windows upgrades in general. I have a PC running Vista and it sucks, but I need to spend a couple hundred for an upgrade. I also have an iPad and an iPhone and I get OS upgrades all the time for free. Will Windows also offer free upgrades if I buy this machine (ie, 8.2, 8.3, 9.1, etc) or are they still running with the old model where you have to pay?”

First, it comes with 8.1, so there is no "upgrade" to 8.1 that you will be doing on this laptop. To answer your specific question, though, Microsoft will usually offer Service Packs for free, but new versions are paid. Microsoft will not likely be offering any upgrades to 9 for free.
