Yes, It does tilt. At first I couldn't get it to tilt. Finally, after I held the top and and bottom and applied slow pressure at the bottom to tilt up it did tilt. It was very stiff but smooth. I can see why it would initially feel like it didn't tilt.

I was about to return this because it was facing downwards to much, the color is dull, words, UI elements, images are hazy and pixelated. But I didn't want to spend a lot of money on a second monitor. When it's set up, pull underneath the bottom screen upwards, it does move up and down. I learned from the other commenter below. I may still return because it's slightly smaller than I wanted and the clarity is closer to a 90's monitor.
