“Does it tilt”

• Yes, It does tilt. At first I couldn't get it to tilt. Finally, after I held the top and and bottom and applied slow pressure at the bottom to tilt up it did tilt. It was very stiff but smooth. I can see why it would initially feel like it didn't tilt.

• Actually, that is not truth. I bought it and returned because it didn't tilt.
