The laptop may not support 60hz at 1920x1080. Or you may have an old HDMI cable. Have you tried connecting your laptop to a TV? This monitor will also go up to TV's version of 4k which is 3840x2160 @ 60hz. It should have no problem running at FHD resolution at 60hz.

You have to select 60 Hz as the refresh rate you want your GPU to output to the monitor for 1920 x 1080 so if your GPU supports that, it should appear in a drop list of supported refresh rates that you can select in the Display Settings for your laptop.
