• yes, in fact, if you have your power settings to shut off the monitor output in say 10 minutes, then the hdd in 30 before sleeping, the monitor will shut down to a sleep type mode until you touch the keyboard or move the mouse.

• Yes, the monitor shuts off when the computer also shuts off, or goes into sleep mode.
