HE washers use less water. I use the Deep Wash cycle for added water sometimes. Also be sure not to overload the machine. I'm sure there are other variables that can affect this like the type of laundry detergent you use. Good luck.

Ultra Large Capacity Top Load Washer with Impeller & TurboDrum™ Technology, Model # WT6100CW, is a High-Efficiency washer that is specially designed for use with HE (High-Efficiency) detergents only. High-efficiency washers (HE) use significantly less water than traditional washers due to several advanced technologies and design features that allow them to use up to 80% less water than traditional washers, delivering 65% energy savings. HE detergents produce fewer suds, dissolve more efficiently to improve washing and rinsing performance, and help to keep the interior of the washer clean, which is critical for effective cleaning in low-water environments. HE detergents require less water to clean clothes because they are specifically formulated for high-efficiency washing machines that use minimal water, and they are designed to hold soil in suspension in a lower volume of water, preventing it from redepositing onto clean clothes. Using detergent that is not HE may cause oversudsing and unsatisfactory performance which could result in error codes, cycle failure, and washer damage. Detergents designated as HE-compatible may not provide optimal results. You also need to be careful about not overloading the washer with clothes and allow enough room for the dirty laundry to move around in the washer, without overstuffing so it can get clean. The washer can be fully loaded, but the tub should not be tightly packed with items. The lid of the washer must close easily. Clothes should fit loosely in the tub under the maximum fill line. For the best washing results, and to reduce the possibility of damage to clothing, sort clothing into loads made up of similar items. Mixing different fabric types and/or soil levels can result in poor wash performance, color transfer, discoloration, fabric damage or linting...^Ivan.
