Probably not. There should be an add more water button on the panel. I would try that. Why would you use so much soap? You should be using HE-formulated soap for this machine.

It combines extra wash action and heated water to treat clothing that you'd like intensely cleaned. As far as your issue with foam everywhere after a wash, please be sure to switch to High Efficiency (HE) deterrent if you have not already done so. Soft water can also cause detergents to over-suds. If the water is soft, it will be necessary to reduce the amount of detergent you normally use, even if you are already using a HE detergent. (Washer model no. WT7400CV) ^Chris
