“LDG4313ST Flames on high powered burner are alarmingly high so I had to lower the heat to number 8 to boil water for pasta. Took a long time which defeats the purpose. Have natural gas. What is wrong?”

Hey Mindy... Are the flames yellow? You can adjust the flame size. Take a look at page 19 of your manual. If you can't find a physical copy, you can get it from the Best Buy website.
