I can't definitively answer that definitively but, from my research on the monitor / tv / eye topic, here's my personal conclusion: But for the blue light (like in basically all other monitors / TVs - which you should be cognizant of the blue light ramifications over time) it's actually safer than other TVs out there because it hardly has any flicker (basically no flicker) but, here's a review on it: https://www.rtings.com/tv/reviews/lg/qned99-8k#page-test-results This monitor in reviews is shown to not have PWM (pulse width modulation) which creates (usually) imperceptible flickering, although supposedly (from my research anyway), your eyes are negatively impacted and in certain cases, over time, can be very serious. Also, flickering can cause head aches and eye fatigue as well.
