“I know it’s not normal,I have to shut it off and on twice in order for it to work otherwise it’s frozen every time I turn it on I have other TVs and this is the only one that has these issues.”

Yes. This is not normal. Unless you have the TV hooked up to some type of device that could be causing that. Like a Logitech remote. Try reseting the TV back to factory settings. If not call LG this should be under warranty.
