Yes. When you plug this drive in, it will act as a partition of your hard drives, allowing you to look through the contents of the CD as if it is a folder. Think of it like that, a folder, on a disk. Once you have the CD loaded, you can browse through the folder and select/move around pictures. You may need additional software to perform certain actions, so I would do some additional research. In short though, yes, this will allow you to do those things.

The main difference is that this is an external device that connects to a computer via it's USB port. It is compatible with Windows 10, Windows 8.1, Windows 8, Windows 7, Windows Vista, Windows XP, and Mac OS X Operating Systems and it can read DVD-ROM, DVD-R, DVD-R DL, DVD-RW, DVD-RAM (Ver. 2.2), DVD+R, M-Disc (DVD+R SL), DVD+R DL, DVD+RW, CD-R, CD-RW, CD-ROM, and CD-DA(DAE) discs, so if your CD has pictures on any of the supported disks mentioned above and you computer meets the System Requirements for the drive, you can use the drive to transfer the pictures to a folder in your computer. ~Rita
