Can it format a cd disc null

Yes you can, that is what I use it for our church recordings.

Formatting a cd disc is a collaborative effort between the operating system and the LG - 8x External USB Double-Layer DVD±RW/CD-RW Drive - Black, Model # SP80NB80, with the OS handling the high-level formatting and the disk drive handling the low-level formatting. The operating system is responsible for the high-level formatting, which prepares the disk for use by creating the file allocation table and setting up the file system. The disk drive, on the other hand, performs the low-level formatting, which marks the cylinders and tracks of the disk and divides them into sectors...^Ivan.
