“Hi, Can the unit come with the microwave on the bottom & oven on top? If not is there a reason that combination units are setup with microwaves on top & ovens on the bottom? Thank you”

This oven is set up with only one configuration and that is with the microwave on the top. It does not appear that it can be changed. I would check with the manufacturer regarding any models which may be reversed. You may have to consider buying each unit separately then having them installed in your wall with the microwave on the bottom.
Sorry, there was a problem. Please try again later.Microwaves always seem to be on top. Don't know why but perhaps having the oven up high makes it difficult to put heavy objects (e.g., a turkey) in and out safely.
