“Why does this monitor say 1ms on the box and in certain area but it really is 5 ms?”

Go to LG.com and look up the model number: 32gp83b-b https://www.lg.com/us/monitors/lg-32gp83b-b-gaming-monitor The specs say 1ms.

That's only when the monitor is in gaming mode, with a display port connection, and other parameters that need to be met.
