“What is the difference between activating it now or activating it later if either of the two is unlocked or not? I ask the above because I want to use this phone in another country and need it to be unlocked for all operators worldwide.”

Activate now is on one of the U.S.A carriers If you will be using on a carrier outsise of U.S. then it would not be "activated" Check LG site and check with carriers to see if it is compatible outside U.S.A I'm not sure
